從“動蕩的”俄美關係汲取教訓 http://www.chinareviewnews.com   2011-11-25 16:46:46   　　中評社北京11月25日電／俄羅斯總統梅德韋傑夫23日就美國在東歐做反導部署發出強硬警告，白宮做同樣強硬的回敬，俄美關係在新刮起的冷風中瑟瑟抖動。兩國緩和關係的一系列成果眼看又要打折扣了。 　　環球時報刊登評論文章稱，為化解來自美國的敵意和警惕，從戈爾巴喬夫時代開始，莫斯科就孜孜不倦地做著努力。不僅華約解散了，連蘇聯也解體了，共產黨也下台了。俄羅斯人以為，都脫到“光屁股了”，該夠了吧。但事實證明，莫斯科做的仍遠遠不夠。  　　上世紀90年代克林頓發動北約東擴，沉重打擊了俄羅斯人融入西方的幻想。他們發現，美國及整個西方沒有可以用來擁抱俄羅斯的胸懷，華盛頓想的是如何乘俄羅斯之危，把俄失去的地盤強行收入西方體系，使西方的戰略邊界和前沿一下子頂到俄羅斯的嗓子眼。  　　俄羅斯使出渾身解數想擺脫孤立。它勉強加入七國集團，成了北約“和平伙伴關係”國，它甚至想“加入北約”。但所有這一切都不管用。原因是俄羅斯太大了，民族自尊太強，西方吞不下這頭大象。西方的對俄政策是把它關在門外，但“牢牢把它拴在柱子上”。  　　文章稱，進入普京時代後，俄羅斯同西方的關係總體上在疏遠，彼此的戰略敵視在回潮。西方逐漸恢復了對俄羅斯的意識形態批判，俄羅斯重新被定義成“專制國家”，莫斯科與西方的“感情”甚至不如戈爾巴喬夫主政的蘇聯時期。雖然蘇美的戰略對峙不復存在，但今天莫斯科要改善同華盛頓的關係，一點也不比20年前更容易。  　　今天的俄羅斯如果要讓美國和西方喜歡，至少還需做到以下幾點：在國內推行西方標準的民主政治；在核裁軍問題上聽從華盛頓的所有安排；俄羅斯的能源對西方徹底廉價開放；允許俄羅斯為數眾多的小自治共和國“民族自決”；在伊朗等國際問題上對西方做絕對配合，等等。  只有這樣的俄羅斯，才能對西方徹底“無害化”，並成為維繫“西方中心主義”的遼闊“郊區”和資源供應地。這樣的俄羅斯有可能出現第二輪解體，莫斯科應帶著西方社會的輕鬆微笑面對這種可能性。結果是，俄羅斯“反了”，出了一個強硬的普京，出了一個看上去溫和，但兩天前卻發出激烈警告的梅德韋傑夫。很顯然，這樣的普京和這樣的梅普組合，是被西方步步緊逼逼出來的。  　　莫斯科與西方之間跌宕起伏的故事，是對非西方大國融入西方體系的打擊。它在告訴世人，像中俄這樣的大國，靠讓步和順從，是換不來西方“真誠對待”的。同西方“搞好關係”的含義與世人的通常想象不一樣，實現的途徑也必須是大國關係史上從未經歷過的創新。  　　文章還說，中國尤其要汲取俄美關係的前車之鑒。中國不能對美搞對抗，但要發展讓美國也忌憚同中國搞對抗的力量。美國尊重中國不會是主動的，只會是被迫的，我們切不可像90年代的俄羅斯那樣天真。只要我們不犯天真的毛病，我們就能避免愣頭愣腦與美國戰略對撞的愚蠢。我們會認不被西方接納的“命”，不會因一個挫折、一個顯得孤立的境遇而被激怒。我們就會耐下心來，同美國一來一去“博弈”。中國五千年文明留給我們的哲學，包括“萬能”的太極思想，或許會幫助我們。
