Moscow’s Position: A Message to the Regime and Opposition in Syria

Saturday, 24 December 2011

Raghida Dergham

Internationalization seems to be a major concern for Syria at present. This has led the regime in Damascus to sign the Arab League protocol allowing Arab monitors into Syria to protect the civilians there, in a move by the regime to avert measures from being taken at the UN Security Council (UNSC), culminating in international sanctions against Syria. Russia has implicitly threatened to internationalize the Syrian crisis, when it surprised Syrian President Bashar al-Assad by introducing a draft resolution in the UNSC earlier this week, forcing him to approve a process that will ultimately topple his regime through Arab and international accountability and monitoring. The UNSC and the Arab League have made a coordinated move as they withdrew impunity from the Syrian regime, while offering the chance for a dignified exit for Bashar al-Assad, if he so wishes. But should he presume that the chance for a dignified exit offered to him is a form of retreat, then Assad would be making one of his biggest mistakes yet – which are both numerous and startling.

Today, the world is watching in terror as the Syrian authorities step up their crackdown on the protesters, and as the odds for Syria sliding into civil war soar to new heights, with dissent being forced into becoming an armed insurgency. With the situation being as such, neither the U.S. nor the European members of the UNSC can sit idly by anymore, as security conditions deteriorate further while the Arab League begins to take action to send its monitoring mission. In truth, the League should have been ready in advance to deploy this mission, instead of waiting for Syria to sign the protocol before beginning to put together the team of monitors and assign its responsibility. For one thing, the League is a relative newcomer to this field, while the Syrian authorities seem to be in a hurry to exploit the time period between its acceptance of the protocol and the formation of the team to make a final push against rebel strongholds, before having to withdraw its troops in implementation of the aforementioned protocol. There is some kind of race taking place between the Syrian regime’s campaign of security mop-up on the ground, and a potential UNSC resolution that Russia may be compelled to push through in the event of continued Syrian miscalculations. Indeed, Russia, along with Iraq, had attempted to help Syria avoid internationalization and to persuade the regime to sign the Arab League protocol. Iraq, for its part, has convinced the Arab League to give Damascus more time and a way out, with a view to prevent Syria from falling exclusively into Iranian hands, and heading for a sectarian war in the region. Nevertheless, Iran today is not in an enviable position, for this country too finds itself caught between a rock and a hard place, no matter how it attempts to pretend that it is impenetrable. The Iranian behavior at present is odd, cutting off the nose to spite the face, so to speak, as evident for instance in Iran’s severance of economic ties with the UAE, which is almost its only lifeline. Iran is also in a dilemma over the deterioration of conditions in Iraq, and the drop in the exchange rate of its currency to its lowest level in a while. This undermines its stability, particularly if further sanctions are to be imposed on Iran. The Islamic Republic is also extremely concerned by the situation in Syria, as a result of the conduct of the regime in Damascus in a manner that defies the requirements of a sound strategy, and reason and logic.

The leaders of the regime in Syria are acting with a mixture of hubris, arrogance and denial. Some among them believe that a wager on weakness and exhaustion in the ranks of Arab and European countries will pay off in the sense that water will soon be once more under the bridge. Others, meanwhile, are trying to buy time by pretending to cooperate, and through trickery and deception that would keep the hammer from landing over the head of the regime in Damascus. Finally, a segment in the ranks of the regime has decided that there is no other choice than a decisive security solution to the crisis, no matter the costs, and even if it leads to a bloody civil war – either as a means to keep the regime in power, or leaving power with a war that spares no one, the regime included.

Reportedly, there are figures in the regime which believe that implementing the Arab initiative is a chance for making a dignified exit from power. The monitoring mission is an opportunity for the regime to cooperate, and a chance for a new page for the regime that would ward off stepping down in a humiliating fashion – even if this takes a long time and saves it from increasing pressures, particularly those concerning the looming internationalization.

Notwithstanding the above, there are those who believe that the monitoring mission – even after it was reduced from 500 to 100 monitors and the Arab League approval of radical Syrian amendments to its scope – will be the countdown to the end of the regime. This is particularly so when the Syrian forces would have to withdraw from cities and streets to their barracks, under the supervision of the monitors, when the protesters would have the right to hold peaceful protests and when the monitors would have the right to visit prisons, all while the Arab and international media would have the right to enter Syria without restriction. All these conditions mentioned in the Arab Initiative, strike at the heart of the Baath Party’s tyranny and monopoly over power in the country.

It would have been better for the Arab League to entrust the task of creating this monitoring mission to the UN, a body that has more experience in this field. While it already accepts counsel and recommendations from the Secretariat of the UN, it now needs a quick mix of Gulf funds, actual partnership on the part of the Organization of Islamic Cooperation (OIC) in recruiting monitors, and practical preparations by the Arab and international media to rapidly deploy to Syria. Otherwise, the Arab League will have to ask the UN to carry out this assignment, especially if the bloody crackdown in Syria continues with a view to take advantage of the time wasted.

Some in the Syrian opposition and others accuse the Arab League of affording the regime in Damascus time at the expense of Syrian lives. Some see its reluctance as complicity, while others believe it to be a wise strategy as it lures the Syrian regime into internationalization, because of its violation of Arab agreements and its abuse of Arab good faith.

But it is better for the Arab League to throw its weight behind a UNSC resolution that would restrain the Syrian regime, and hand it an ultimatum that sanctions and accountability are inevitable should the regime continue with its deception. A tradeoff between a pan-Arab settlement and internationalization is no longer realistic, particularly when the dynamics on the Syrian arena and at the UNSC have since changed.

European countries at the UNSC, led by Britain, France and Germany, are pushing the Arabs to request a UNSC resolution, arguing that this is an important step in countering the Russian-led opposition at the UNSC. But the painful events that resulted in hundreds of deaths in the days that followed the Syrian signature of the Arab protocol, have forced the European countries and the U.S. to stop hiding behind the Arab leadership of the process, and to start putting pressure on Russia – the President of the UNSC this month – to expedite a decision on a UNSC resolution.

As such, Russia has suddenly proposed its draft resolution, perhaps with a view to pull the rug from under the feet of the West and the Arabs, who have worked closely together on a strategy to put pressure on Syria. However, there is a possibility that a radical change in Russian policy on Syria has taken place, prompting Moscow to decide that it is time for a firmer approach with Damascus, and the withdrawal of the cover of impunity hitherto afforded to it. It is clear that Russia has played a role in pushing Syria to sign the protocol on the monitoring mission. What is not clear is the extent of Russian earnestness in allowing the UNSC to issue a pertinent resolution. Moreover, it remains to be seen whether it had introduced its draft resolution as a gambit or a means to put pressure, or whether it is seriously intent upon putting it to the vote, with slight amendments.

Whether the aim is to maneuver or whether Russia has abandoned the regime in Damascus, the Syrian opposition must heed the Russian messages and seek to take advantage of this tactical mistake – or otherwise the real change in Russian strategy. Indeed, Moscow is troubled by the rise of the Islamists to power in the countries that saw the Arab uprisings, and is prepared to turn the table on the opposition – if it was forced to do so or if it decides that this would be in its interests – adducing in the process the militarization of the opposition, particularly by members of the Muslim Brotherhood.

Meanwhile, preventing Syria from descending into civil war is not the responsibility of the regime alone. The Syrian opposition must act in earnest and obtain guarantees from its various components that monopoly and exclusion are not in the offing. Here, responsibility is equally assigned – but not when it comes to the violence. Yet this does not negate the fact that increased militarization of the Syrian uprising may lead to accountability for the opposition as well, and not just the regime.

It is a crucial stage of the utmost importance then, not only for the future of Syria, but also for the nature of Arab-international relations, the relations among permanent members of the UNSC, and Iran’s relationship with Syria and its surrounding–as well as the relations between the international community and Iran, a country that figures highly in the Syrian sphere today.

Internationalization may be a bane for Syria but it is a necessary one, for Damascus has proven that it is still in the process of denial and deception. It is therefore time to tighten the noose around the regime, in all earnestness.

Recently, my mood is in extreme agony and pain, because WW3 is imminent in days and after WW3, all Han Chinese, both China and Taiwan (98% Taiwanese are biologically Chinese), will all die off and die out in the most despicable racial war, a nuclear war genocide. What’s even more heart-breaking? China is going to completely obliterate all 23 million Taiwanese at WW3. Who’s the real killer? Mr. Rothschild and his banking family is the real killer, who set up this depopulation scheme, so evil and merciless. Those banking cartels are simply racists. They don’t wanna tolerate the yellow ass to grasp the sole superpower crown. And their scheme is to kill all yellow asses before those yellow asses grow too strong to be defeated, mainly Chinese. Those despicable banking racist cartels, I believe, will never get away. The only one who can defeat those evil, heavily nuclear-armed racist banking cartels is Lord Jesus Christ. Those banking cartels will never get away. I wanna see Jesus kill every single one of those evil, racist banking cartels. We’ll see.
Racism is the most despicable crime. And, what’s even worse? A nuclear war genocide, deliberately and intentionally, aiming at a certain ethnic group.
The more I dig into, the more I find out and figure out, the more furious I turn. It’s just racism, racial discrimination, oil, greed, and testosterone gotta cause World War 3, a nuclear war genocide aiming at Chinese, billions of whom gotta die off and die out, one-fifths of the world population completely obliterated. We’ll see. Let’s see. I wanna see those despicable, racist banking cartels being cast down into the Lake of Fire, burned and tormented for eternity. I’ll see and I desperately wanna see.
I’m not saying or declaring that I like or love Communist China Party. In fact, I hate Communist China Party, because they treat my biological Chinese bros and sisters so bad, so brutally, so mercilessly. CNN tells me many dirty things Communist China Party have been committed so far.
But, thanks a lot to RT, RT also tells me many dirty things Mr. Rothschild and his banking family have been committed so far.
they’re interlocked but they can’t figure out who’s the boss, so they go to nuke war to decide who’s the boss. In Daniel, there gotta be 3 horns which gotta be pulled out by the Antichrist. And, China is one of those 3 horns which gotta be pulled out by the Antichrist.
oh baby, this time, Iran Cobra girl is really getting very serious. oh baby, Iran is not stupid. Iran has a big sugar daddy, China with allegedly 3000 nukes, capable of striking the entire world. oh baby, nuke war showdown and genocide, just imminent in days, and so does the Church Rapture, set before WW3. Even USA can secure the bloodiest victory at all-out nuke war with China, so what? China’s nukes can shatter USA’ sole superpower crown into ash, unleashing thick nuke fallout which will engulf the entire North America…radioactively castrate the remaining left-behind and ungodly Americans who just miss the Church Rapture. The real winner is the New EU.
And guess what? Mr. Rothschild will abandon USA Eagle in coma after WW3, because Mr. Rothschild just doesn’t need a USA Eagle in coma in freezing cold nuke fallout winter. Mr. Rothschild gotta have a new son, Russia the Lovely Teddy Bear with oil and natural gas, after WW3. So lovely, so sweet. An USA Eagle in coma after WW3 is just simply useless to Mr. Rothschild and his banking family.
but, don’t worry too much, USA Eagle In Coma after WW3 will manage to wake up in the mid of the End Times, and struggle to fly all the way to Israel and retreat some very important Jewish people living in Israel at that time and then both USA Eagle and the retreated and very important Jewish people will hide deep in underground military bases in the second half of the End Times, because Lord Jesus Christ is going to cast down the 7-Bowl catastrophes upon the Beast Empire of the Antichrist, the New EU.
Those retreated and very important Jewish people by USA Eagle’s rescue planes are some of the Jewish people who gotta reject and refuse to bow down and worship the New EU ruler, the Antichrist, Mr. Rothschild in the mid of the End Times at the Holy Temple in Israel, which gotta be rebuilt very soon.
Though bleeding so bad, balls radioactively castrated, and in severe coma, USA Eagle boy will gradually manage to wake up in the mid of the End Times, because the Castrated USA Eagle boy still has an assigned task to tackle, that is, flying all the way to retreat some very important Jewish people, living in Israel, who will be in genocide danger at that time. So, USA will be still somewhat alive at the End Times after WW3, but the entire USA Empire will just go crumpling after WW3, and the USA mainland will be a barren, desolate wasteland. oh baby, don’t underestimate China’s nukes, sophisticated and stealth, so capable of partly wiping out the USA mainland, though China completely obliterated at nuke war with USA. And guess what? USA taught China how to make nukes and how to nuke other nation, such as Russia, in the Cold War Era. Revelation 12:13-14
13 When the dragon realized that he had been thrown down to the earth, he began to pursue the woman who had given birth to the boy.14 (A)She was given the two wings of a large eagle in order to fly to her place in the desert, where she will be taken care of for three and a half years, safe from the dragon’s attack.
and guess what? there gotta be many outnumbered left-behind poor Jewish people who will not manage to get on board the USA rescue planes. So, those poor Jewish people who are under genocide danger by their biological own kind, the New EU ruler, the Antichrist, are going to run in fear, in horror, weeping and screaming to the Mount of Olives. And, of course, in that end of the End Times, Lord Jesus Christ is going to descend from the sky and rescue those poor Jewish people running weeping, screaming, crying out loud for the rescue, seeking Lord Jesus. Lord Jesus is going to kill the New EU ruler, the Antichrist, in the end of the End Times. A happy ending. A new 1000 Jesus’ Glorying Reign Era will come upon the earth. Peace and no war, no nukes, no liar bankers, no liar politicians, no Goldman Sachs’ toxic and deceiving “credit default swaps” anymore. Oh yes, But there’s one thing I desperately hope that let’s speak English as the official language in that 1000 Jesus’ Reign. You know, Hebrew looks difficult and it’s very ancient. And, when something is really ancient, it’s very profoundly difficult and hard to decode, you know.Revelation 12:17
Good News Translation (GNT)
17 The dragon was furious with the woman and went off to fight against the rest of her descendants, all those who obey God’s commandments and are faithful to the truth revealed by Jesus.
Zechariah 13:8-9
Good News Translation (GNT)
8 and throughout the land two-thirds of the people will die.9 And I will test the third that survives and will purify them as silver is purified by fire. I will test them as gold is tested. Then they will pray to me, and I will answer them. I will tell them that they are my people, and they will confess that I am their God.Zechariah 14:4-5
Amplified Bible (AMP)
4And His feet shall stand in that day upon the Mount of Olives, which lies before Jerusalem on the east, and the Mount of Olives shall be split in two from the east to the west by a very great valley; and half of the mountain shall remove toward the north and half of it toward the south.
5And you shall flee by the valley of My mountains, for the valley of the mountains shall reach to Azal, and you shall flee as you fled from before the earthquake in the days of Uzziah king of Judah; and the Lord my [Zechariah’s] [a]God shall come, and all the holy ones [saints and angels] with Him.
o.k. I just give in. I guess I will learn some workable level Hebrew and Arabic for my daily conversation since all the saints gotta live in Jerusalem, the New Capital City, in the New World for 1000 years. o.k. I guess I will learn some workable level Hebrew and Arabic. Both look very profoundly difficult. I wanna speak English as the official language in the New World. So, I don’t have to take intensive Hebrew Language course. That’s really time-consuming and brain-stricken.
but, what if i wanna go shopping in the farmer’s market around Jerusalem? o.k. i must learn some workable level Hebrew and Arabic because i wanna enjoy bargaining with local farmers and chatting with them. I need daily produce, fresh fruits and veggies. you know. An apple a day makes you away from doctors.
I wonder whether those vampire squids can really sleep comfortably at night or not, because they have been starving so many poor people to death. I guess they don’t care. So, let’s see. Are they going to sleep well when Lord Jesus returns in the end of the End Times? The Bible tells us that Lord Jesus is going to judge the evil when He returns to the earth in the end of the End Times, and Jesus is going to send out His angels to arrest those evil bankers and then judge those brazen, merciless bankers. We’ll see.
It Is Commonly Believed that the Great Depression that began in 1929 resulted from a confluence of events beyond any one person’s or government’s control. In fact, as Liaquat Ahamed reveals, it was the decisions taken by a small number of central bankers that were the primary cause of the economic meltdown, the effects of which set the stage for World War II and reverberated for decades. As yet another period of economic turmoil makes headlines today, Lords of Finance offers a new understanding of the global nature of financial crisis. It is a potent reminder of the enormous impact that the decisions of central bankers can have, their fallibility, and the terrible human consequences that can result when they are wrong.
So, Mr. Rothschild has 165 boys and girls around the world, around the clock. His beloved only son is USA Eagle boy, the master of nukes. Others are simply Mr. Rothschild’s girls. Though just girls, some of them are pretty good combat girls, so heavily nuclear-armed, so capable of striking the entire globe into an inferno, such as UK Lion girl and France Rooster girl. All the NATO girls are Mr. Rothschild’s daughters. What a lovely and sweet big family. So sweet. And, NATO girls’ little sister, Israel Darling girl, is also Mr. Rothschild’s little beloved daughter.
By the way, Vatican Pope girl is just a nerd girl and she doesn’t need to know and learn how to combat, because she has so many big sisters who know very well how to combat and those big sisters can protect Vatican Pope girl. You know. Big sisters always protect their little nerd sister. All the NATO combat girls are Vatican Pope girl’s sisters. What a lovely and sweet big, huge family, and their surname is Rothschild. Their big sugar daddy is Mr. Rothschild.
I’ll kiss both Ahmadinejad and Bibi’s asses, if both testosterone-controlled politicians go signing a forever peace treaty, and promising never going to war against each other. But sadly, this is not gotta happen. So, I must get my own immortal body and meet Lord Jesus in the air and fly out of the earth before WW3, before those crazy, heavily-armed combat girls, Iran and Israel, go to all-out war, dragging China and USA into all-out nuke war.
